Problem with KB870669. Size is 0kb

Well, i try to download all the Updates.. SP1, and a lot of KB*

I check again if i need another Update and appear the KB870669 ADODB.Stream,
but the problem is than the file is 0kb and it never install, still appear
every time i check for updates

1 - How can install it ?
2 - If i change the registry to manually patch that, the update dissapear ?
Not affect in IE ?

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\ActiveX
Compatibility\{00000566-0000-0010-8000-00AA006D2EA4}
This registry key has a GUID for the ADODB.Stream object. When Internet
Explorer recognizes this registry key, Internet Explorer does not permit
the component to be started in the browser. "
