Problem with "Microsoft .NET Framework 1.1 Service Pack 1"

Ok, I re-installed windows yesterday, and when I updated windows it asked if
I wanted to install SP2, I accepted. But after I installed SP2 it asked if I
wanted to install "Microsoft .NET Framework 1.1 Service Pack 1". But It
wouldn't work
"Error: prosess-ID=0xf8c (3980), tread-ID=07ac (1964)."
So I asked in the Live-chat for help, and he told me to download it in a
package(not from windows update)
But when It comes to "Registrate System.EnterpriseServices.dll" it stops,
just the same way when I try to install some softwares.

What can I do???
