Problem migrating from SUS to WSUS

When I triad to migrate from SUS to WSUS I get the following error message
“Error: Access to the path
“C:\docume~1\admini~1.000\locals~1\Temp\tmpBC8.t mp� is denied.
Content migration complete. 0 files migrated

The WSUS server is running fine and is synchronising ok I’m running server
2003 sp1
