Problem with Notepad

For some reason, my Notepad is no longer usable except when maximized to full screen. When it is maximized, all of the menu items work. When it is not maximized it is stuck on the screen and nothing I can do can move it or give me access to the scrollbars or even the red "x". However a right click on taskbar is the access to "minimize/maximize/close/restore".

How can I get my old Notepad back? It always used to work, until this morning.

I am running Windows Vista Ultimate

Do you get this problem when you launch it from x:\windows\notepad.exe ?
