Problem with policy

I have a Windows Server 2003 domain and I've put a GPO at level domain to
configure the proxy.

It applies to all users in an OU. However, there is a computer, where the
policy does not apply to any of those users. In other computers in the
domain, is without problems.

You can help me know why?

The account of the computer, such as all the others, within the group
computers.

Hello Titan,

If you run rsop.msc on the machine logged on with a user account, is the
setting correct shown?

I usually start with opening a command prompt window on the problem machine
and running GPRESULT. Be logged in with an actual user account on that
machine that you want it to effect

See what it says.

Also in the Group Policy Management Console you have a Group Policy Modeling
and the Group Policy Results. Each one has a Wizard that you can run when
you right-click on either of those.

I get a notice telling the user not an administrator and only show results
for the characteristics of the user.

It seems that the features are configured for the proxy.

However, Internet Explorer options, do not appear. The fields are blank.

When I consult in www.whatismyip.com the result is not correct.

The result seems right, but not apparently apply the policy.
