problem with running exe-files

Out of a sudden I am not able to run exe-files on my Windows Vista Home Premium system which are located in my user account directories.
If I copy the exe-file to C:\programs I can start the program.
I found the advice to deactivate the User Account Control which also helps.
But I am told to activate the UAC for security reasons, so that is no solution of the problem.
Any Hints ?
