problem with setting active sync - exchange server

When I want to setup activesync on my ppc to synchronize email directly from
exchange server, my ppc shows this message:

"unable to remove old data from the device. please wait a minute and try
again."

You can wait forever.. but the message remains.
i have tried to delete all previous messages and accounts, Soft reset,
Backup-Hard Reset-Restore... No go.

please help me
