I'm using WSUS to deliver updates. Clients that need to restart after
updates are stopped at "shutting down windows". Shutdown resumes after
someone moves the mouse or keyboard. Anyone can shed light on how to
fix this problem? Thanks.

Perhaps something in the script you run?

Here is a typical script, minus personal info

[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Win dows\WindowsUpdate\AU]
"UseWUServer"=dword:00000001
"NoAutoUpdate"=dword:00000000
"AUOptions"=dword:00000004
"ScheduledInstallDay"=dword:00000000
"ScheduledInstallTime"=dword:0000000a
"RescheduleWaitTime"=dword:00000001
"NoAutoRebootWithLoggedOnUsers"=dword:00000001

This will ask users to reboot and won't do it automatically.

I don't run any scripts, but I do have similar entries in the registry.

In my case, I want it to reboot without user intervention. I have labs
full of computers, I want the patches to install and reboot the
workstations so it will be ready with all the patches installed before
the lab opens.

What I've noticed is that the patches install, the shutdown occurs but
it's stuck "shutting down" until someone touches the mouse (or
keyboard). This happens even when there is no one logged on? Why
doesn't it completely restart?

Thanks, I've read the same issues on the forum but, there are no
answers for this problem that I've found.
