Problem trying to install update KB955706 with error 0x643

I'm trying to patch a Windows 2003 Server with recommended patch KB955706 .

I've tried a number of times, rebooting between tries, but the update always
fails with error 0x643.

How can I get this patch to work?

Note: You must have administrative rights on the computer to install SQL
Server 2005 SP3
Step 1: Download and review the setup documentation and readme file. For
