Problem with Windows DreamScene pack & Favorite

I manualy download these two files:

kb941236_DreamScene Content Pack Favorites.cab
--------------------

I try to install with PKGMGR /IP /M:C:\DREAM\kb931133_DreamScene
Content Pack.cab
but it's not work!!!

how can I install these two packs?:cry:
