Your system shipped with a buggy sound card driver. Get the latest update
for the sound card driver from the sound card vendor AND right-click on the
Speaker icon in the system tray, select Playback Devices, right-click
Speakers in that new dialog, go to Properties, then go to Enhancements -
choose "Disable All Enhancements" and you should be fixed up.
This should actually have a note in the online Help file too. =\
