Problems with ActiveSync and older Windows CE

I have Windows XP SP3 and ActiveSync 4.5, no Firewalls (Windows Firewall is
deactivated), I had the VPN Clients from Fortigate, CISCO and Checkpoint once
but I uninstalled them. Also I have three PocketPCs, a Fujitsu Siemens Pocket
Loox and a Symbol Device both with CE 4.2, and a HP iPAQ 514 with CE 6.
ActiveSync works perfectly on the HP device but on the other two divices I
get the error:

Cannot verify the version of ActiveSync on your device. A program such as a
firewall may be blocking a port ActiveSync uses to connect to the device, or
you may need to upgrade to a more recent version of ActiveSync on the PC.

The troubleshooter for ActiveSync reports the following problems for the CE
4.2 devices: "Unable to establish a connection between the PC and the
device." and sometimes also "Unable to obtain an IP address for the device."
There are no problems reported on the CE 6 device.

In the WCESCOMM.LOG I get the following message:

In the WCESLog.log there are the following errors:

In WCEMgr.log there are the following errors:
07/31/2009 09:51:26.603 Creating new partnership for device 0x0 (Pocket_PC,
PocketPC).
07/31/2009 09:51:26.603 Error 0x8000BADD: Failed to get version number from
device.

I also used a Winsock Spy (TCP Spy) to check whats going on, it looks like
there is an
WSAEACCES error when ActiveSync tries to bind a socket to 127.0.0.1:990. But
directly after that ActiveSync tries a second time and then it works. On the
CE 6 device this error does not occure.

Do those devices have ActiveSync in them? Have they worked before?

I just verified connection of a CE4.2 device to AS4.5 on XP and it works
perfectly. Did you create a new connectoid on the devices, via the Network
and Dialup Connections applet and then use the PC Connection Control Panel
applet to select that new connectoid as the one to use? What connection
mechanism is used by the CE4.2 devices? USB? Serial?

By the way, I doubt that the iPAQ is running CE6. Remember that Windows
Mobile 6 is not the same as Windows CE 6.0...

They work on some other computers. They also worked on my computer some time
ago - but I don't know when they stopped working (an what changes I made to
my computer). I have the same problem on my notebook. I am almost 100% sure
that on my Notebook the problem started when I had to upgraded to ActiveSync
4.5 because of some new device. But then uninstalling AS 4.5 and reinstalling
an older version does not solve the problem.

I don't know exactly how to make such a connectoid but I tried to use
Bluetooth and I get the exact same error.

Die Fujitsu Siemens has USB, the Symbol a Serial conneciton. Same error with
Bluetooth.

Yes sorry - it's Mobile 6.

Disconnect all devices from the PC.

On the Symbol device, go to Network and Dial-up Connections. Choose Make New
Connection. Name the connection something like "as1". Select the serial
port that the Symbol device will use (its own serial port number, not the
number of the PC serial port, of course), and use the default settings for
everything else. Now you should see a new connectoid in the Network and
Dial-up Connections applet window, called "as1". Switch to the Control
Panel and open PC Connection. Select Change and select "as1" from the list
of connection types. The device is ready.

Now, you have to make sure that the PC is ready. Open ActiveSync. Choose
File | Connection Settings. Check the "Allow connections to one of the
following:" checkbox and select the local PC serial port where you will
connect the Symbol device. Accept the changes. The PC is now ready.

Now connect the Symbol device to the port you selected above. Does the
ActiveSync icon in the ActiveSync window indicate that something is
happening? If not, on the Symbol device, run the program "repllog.exe"
(Start | Run...) What happens?

I don't have the "Network and Dial-up Connections" program, only the
"Connections" program (remnet.exe). There I can create a "New modem
connection" but that connection is not visible in the ActiveSync options
(also I have to provide a phone number).

When I connect the device to the PC the ActiveSync icon in the tray gets
green and then the error message (Cannot verify the version of ActiveSync on
your device) appears. The AsctiveSync icon stayes green until I disconnect
the device, but the connection does not work properly (for example I can't
explore the device).

It sounds to me like the Symbol device is running some variant of Windows
Mobile, not generic Windows CE. I don't have any experience doing this in
Windows Mobile. I would, generally, consult with the device vendor for
details on limitations of their support for various ActiveSync versions.

I would try running ActiveSync on the device before connecting to the PC. I
doubt that this will work, given your description of what's happening, but
it won't hurt, either.

You'll have to talk to Symbol. Maybe they can provide an operating system
upgrade for your device that will allow it to work...
