Problems with ActiveSync asking for all of the inbox messages.

My configuration is Outlook 2003 using a local PST rather than
connecting to Exchange.
I'm syncing the contacts, calendar and mail from my Outlook client to my
HP Pocket PC (Win Mobile 5) using ActiveSync 4.0.

I perform frequent hard resets of the Pocket PC (and delete the device
from ActiveSync) to force fresh initial sync's.

While the Contacts, Calendar and Tasks seem to be syncing without a
problem, the e-mail is inconsistent.
The problem seems to be the number of messages that ActiveSync is asking
for.
Using round numbers, with about 1500 messages in my inbox, sometimes it
asks for 800, sometimes 1100, sometimes it asks for all of them.

Outlook Spy shows that the PR_CONTENT_COUNT of the inbox is 1500
messages, but ActiveSync must be obtaining its count from some other
value. Any thoughts?

I use the same configuration with Outlook 2000 and Outlook 2002, but
have not seen this problem on those platforms. On those platforms all
inbox messages are synced to the Pocket PC.

Thanks for the link, I was able to upgrade ActiveSync, but I still have
the problem with failing to sync all of the messages in the inbox.

The messages which fail to sync seem to be consistent from sync to sync,
and I'm seeing less variability. But it remains true that when I repeat
the same test on Outlook 2002/Office XP, all of the messages are synced
to the Pocket PC.

Also, if I open and save any of the unsynced messages, ActiveSync will
immediately move them to the Pocket PC. However if I reset the Pocket
PC, and perform another initial sync, these messages will fail to sync.
None of the fields in these messages look to be significantly different
from messages which sync. I was thinking that the presence of field
0x1096 set to 2 or perhaps 0x6284 set to 0 might be suspects, but other
messages have 0x6284 set to 0 and sync without a problem.
I know that there is a new PST format for Outlook 2003, which differs
from Outlook 2002/XP, but I'm not sure how that would affect ActiveSync.

If I make a copy of the inbox to another folder, and then sync this
folder, ActiveSync pulls down less than the full number of messages, but
the messages which don't sync are different from the messages which
didn't sync from the inbox.
