Problems with control panel

I'm having serious issues with the control panel and everything related
to it in Vista 64.

I can't access the control panel, I click on it, and the window comes
up, along with the side bar and the selection of modes, and thats with
UAC off, when I have UAC on, the frame just appears with a white centre
and then disappears.

Also, semmingly as a result of all this, anything that cones under
control panel doesn't open, which includes but not limited to windows
update, network and sharing center and others.

My PC still basically functions, but is slightly more sluggish that
before, I can still access files, so unless one of your miracle workers
has a solution, I'm going to backup all my important files and reformat,
since I'm at my wits end trying to find a solution to this problem.

Here is a suggestion. Try another CD drive, or DVD drive when
installing the operating system. I was always having problems with
Windows 2000 Professional. I installed it several times, and every time
I had problems with it. Come to find out, my CD drive wasn't reading
the disk properly. I got a new drive, and never had anymore problems.
