I just answered this to someone else last night, so I am pasting that
response into this response, as follows:

Hi - Frank here.
Yeah - sounds REAL familiar, as I just went thru the same nonsense, too,
after I 'upgraded' to the new auto-updater.
I finally 'cured' it last night. Seems to me like if the 'administrator' is
part of any other user / group that has limited rights, then the 'limited
rights' overrides the ability of the 'administrator' to make changes - even
if you are signed in as the administrator! (It makes sense, otherwise
someone without admin rights might be able to make changes or do other
nasties.)
THE CURE!
Go into Administrative Tools > Computer Management > Local Users and Groups
and then go thru all of the these and wherever a 'guest' or other
limited-rights user / group is also showing the 'administrator', then remove
one or the other. You'll have to use your good judgement here a bit. The
key point is: make sure that the 'administrator' is the administrator and
not associated with other things.
Afterwards - reboot (of course) to have things take effect and make sure you
sign-in as - you guessed it! - the 'admistrator'. You should be able to do
your updates OK now, or maybe some new error will occur. After all - it's a
complex OS. Hey! It worked for me and I spent at least three nights trying
to figure it out. (The Windows error codes 'help' section is useless on this
one, as none of what it says to do will fix it - imagine that!)
GOOD LUCK! If it works - post the good news. If it doesn't ... well, at
least it's one less thing to try.
