Problems installing updates

It won't install updates. Microsoft Windows Installer 3.1. I noticed that
someone else has the same problem. This is the log that was asked for.

Updates are not installed successfully from Windows Update, from Microsoft
Update, or by using Automatic Updates after you repair a Windows XP
installation:

This log, as far as it goes, shows a successful installation of Windows
Installer 3.1
BUT, it's dated:

That is the whole log. I had to reinstall windows XP. If it is already
installed how do I get it to skip that update and not try to keep installing
it?
