Problems with Outlook Express

The error below happens when I try to use my outlook express to retrive my
e-mails from hotmail account. Could you please advice what to do. I have
WinXP SP2 installed on my machine. I telss me my windows explore is
incomparable, but I have windows explorer version 6. I am not sure what is
the problem.
Unable to poll for new messages on your HTTP server. Account: 'Hotmail',
Server: 'http://services.msn.com/svcs/hotmail/httpmail.asp', Protocol:
HTTPMail, Server Response: 'Forbidden', Port: 0, Secure(SSL): No, Error
Number: 0x800CCC33
