I am sorry you are running into this issue. I realize how bad this sounds,
since it takes your time and energy to reproduce it, but could you:
1. Set a restore point
2. Install just ONE update, and reboot if asked, and then
3. Test if Outlook works?
Once you find the specific update that causes this issue, report back to us
which one it is? Also, when you discover this, please uninstall the update this
time instead of using System Restore. In this way, we can start to "map" the
consistency of this failure.
I would like very much to reproduce the condition you are running into for
further research here. The only way to do that reliably is to have you tell us
which update caused you this problem, and how you arrived there. For example,
do you have Service Pack 2 installed? or Service Pack 1? Do you receive an
error when you try to send and receive with Outlook after the error condition
exists, or does it just fail to send and receive?
