Problems at startup (.NET framework & programs blocked)

When windows starts up I have two problems:

1. There is a critical message box every time I start up saying that the
..NET framework has a problem resolving a date.

2. A box comes up at startup and then every few minutes telling me that
windows has blocked some programs from starting. It is not apparent (when
viewing the list) which items have been blocked. Can I stop the warnings -
OK, block programs, but just stop telling me about it!
