Do you have bitsadmin? Try opening a command window to enter:
bitsadmin /wrap /list /allusers
One possible explanation e.g. for XP base is that you are downloading
XPsp2 and have suspended it. Bitsadmin would show that status for
sure. You could use some of the other bitsadmin subcommands
to try to resume a suspended download or clear up any blockages.
FYI bitsadmin is available in the XPsp2 Support Tools update.
