WHAT PROGRAM GOVERNS THE START-UP PROGRAMS

In System Tray I can check on the programs that start during a boot.
What is the supreme application that governs the start-up programs
MSCONFIG
Windows Defender\Tools\Software Explorer
or programs in third party programs, etc CounterSpy ,Ultra Win Cleaner

In Windows Vista, the default application is actually Windows Defenders
Software explorer, in addition to different components such as MSCONFIG
utility. The user can also manage and add items to be start up by editing
the Startup folder:

Go to C:\Users\User_name\AppData\Roaming\Microsoft\Windo ws\Start
Menu\Programs\Startup
