I get a message "system administrator has locked the system for maintenance"
and it will not allow my to start a program. I can not figure what happened
or what to do.

This is a common problem with Vista. Just reformat your disk and reinstall
Vista - problem solved.

Unlike the other poster who answered you, I don't believe this is "a
common problem in Vista". When I do a Google for ""system administrator
has locked the system for maintenance", the only hits I get are from
this long thread (started by your question) filled with flames on one of
those sites that scrapes Usenet postings.

In order to help you figure out what to do, please provide more details
about your computer, its recent history, whether it is a standalone
machine or part of a domain, and the security programs you installed.
These links will help you write your next newsgroup post:

After you come back with more information, we may be able to narrow down
the troubleshooting for you.

Have you tried to get into the safe mode and see what you can do?

The computer is a Dell Inspiron 1505, less than a year old, Intel t7200
processor with 2 GZ ram, has had no problems, is a stand alone machine,
protected by Norton Protection Center with no viruses or spyware, has Vista
Home Premium operating system. The program starts to open then the error
message occurs. It occurs in safe mode and even after I went into the Task
Manager and shut down all maintenanance programs that were running. The error
message says "the system administartor has locked the system for maintenance.
Please try later." Yet there is no later. I tried system restore yet get an
error message that it is unsuccessful. I closed and reopened system restore
so it now works yet there are no previous restore points to before the
problem occured. The program worked fine until just recently. A microsoft
restore document suggests that the Vista program may have not closed properly
to cause the restore point settings to currupt and gave me the idea to turn
restore off then on again.

What is the program with which you are having difficulties?

It is a billing program called "The Therapist" that has a password to enter
the program. The password screen loads then it registers and the error
message occurs which shuts the program down. Thanks for your help!

(snippage)

Uninstall the program and reinstall. It seems extremely unlikely to me
that Vista's System Restore had anything to do with it, but since you
don't have any Restore points available that is a moot issue. If the
uninstall/reinstall doesn't help, contact the program's tech support to
see what they suggest.

I don't think that this problem has anything to do with Vista since it
happened to me using XP.

Here's how to fix the problem:

Using Windows Explorer open th Therapist EZ folder (in Program Files).
Double click on the file called ThAdmin.
Enter your user name and password, if prompted, and go to the file
menu.
Click on "unlock program' and you're in business.

Hope this helps someone...I had to figure it out myself.

Well.... Although well intentioned (excellent), if someone is using a news
reader, all they will see is the above. That's it. Nothing quoted from the
original message at all - just your response as a brand new posting.

Here is the entire conversation as seen in January 2008 (January 1st and 2nd
to be exact) and your posting tacked on now - April 6, 2010.

http://groups.google.com/group/micro...9e4dffe812e72/

So, it wasn't originally mentioned that it was this program causing the
error - it was 14 hours later when the OP revealed it had anything at all to
do with the third party application.

Looks like you are both speaking of this application:
http://www.beaverlog.com/therapist/

For which I would highly suggest contacting their technical support:
http://www.beaverlog.com/information/contact_bcs.htm

Also, you should ensure you are running the latest version.

Therapist Pro:
According to their change history, it was changed to be Windows Vista
compatible with this release: Version 2.5.023 (8/29/2007.) They are now
(as of March 10, 2010) here: Version 2.5.033.

Therapist EZ:
According to their change history, it was changed to be Windows Vista
compatible with this release: Version 2.5.017 (10/16/2007.) They are now
(as of March 12, 2010) here: Version 2.5.023.

Looks like the other versions were abandoned long ago.
