I have an odd issue and I'm not sure how this occurred. As of a few weeks
ago, whenever I install a program, the Start Menu shortcuts do not go into
the Programs folder in the Start Menu. Instead, a separate folder called
Programs appears on my desktop with the new start menu shortcuts.
Additionally, whenever I restart my computer, if I have removed the folder on
my desktop, a new, empty, Programs folder will appear on my desktop.
Is there some setting I can change or something I can tweak to restore
normal functionality? By normal I mean: new start menu shortcuts appear
properly in the start menu, and restarting my pc does not create new folders.
