A Promised Fix Not In SP3

I know this is minor considering some of the problems others have
encountered with SP3, (I updated two computers with no problems
afterward), but I thought one of the promised fixes was to correct the
problem of the information bubbles appearing behind the System Tray? I
still have that problem.

Promised by whom? Have you got a link where this was stated quite
explicitly?

No, but I recall seeing posted many times on more than one forum over
the past year or so whenever this problem was raised, eventually someone
would reply that MS was aware of this minor bug and it would be fixed
with the release of SP3. So I was just wondering...
