To narrow down this issue, please perform the following steps:
1. Did you follow the below KB article to re-create a testing Contacts
Public Folder, then check if the issue can be reproduced.
XADM: How to Create and Manage a Contacts Public Folder

2. How did you create a new contact in the contacts public folder (Note:
You may make screen shot of these steps)? Please perform the following
steps to try again, to create a testing contact in the public contacts
folder and view it in the address book:
A. Use the appropriate user account to logon the Outlook, click the
appropriate public contacts folder under Public Folders node.
B. Click File, point to New -> Contact, input appropriate information in
the box, then click Save and Close.
C. Can you see the new contact in the public contacts folder?
D. Click Tools -> Address Book, select the public contacts folder in the
"Show Names From the" box. Can you see the new contact in the Address Book?
3. How did you try to create a new contact in the address book (Note: You
may make screen shot of these steps)? Please perform the following steps
to try again:
A. Use the appropriate user account to logon the Outlook, click Tools ->
Address Book, select the public contacts folder in the "Show Names From
the" box.
B. Click File -> New Entry, in the 'New Entry' page, select 'New Contact',
and select the 'public contacts folder' under 'Put this entry' box, then
click OK.
C. In the next dialog box, input appropriate information for the new
testing contact, then click Save and Close. Can you see the new contact in
the Address Book?
