Puzzle about Windows Vista

I have just bought a Dell desktop, Quad core with 2 Gb of ram. The Windows
had been working fine initially but until recently after I readjusted the
screen resolution things get little wired. First of all, I cannot access to
Control Panel and then I realize the Windows' Aero function had changed
itself, rather than showing me all small windows that I can flip around, it
just change to simple selection tumbs nail in a window for me to select
different windows that I had opened.

I wonder how can I solve the problem.
Is Windows Vista automatically change or update different function,
interface or tool according to the system performance.
Is there conflict between the function of Windows Vista with antiviral and
antispam software?

There is certainly a conflict between Norton and McAfee
anti virus software and Vista but it usually manifests itself
as emailing problems.

If you have an ATI graphics card that Dell often include it
maybe worth checking in CCC (Catalyst Control Centre) which
is the graphics management software for troubleshooting options.

Yes, there is a system in place with Windows Vista that will disable
Aero functions in a few cases:

1. Aero theme is not turned on in your theme properties found by right
clicking on the desktop and choosing personalize
2. You are running a system resource intensive program and continuing
to run Aero effects would cause poor performance in the program.
3. You've manually turned it off in the Advanced Settings option of
the System Properties's Performance Settings dialogue box.
4. Your computer's video card is not fully wddm compilant in software
or hardware (You don't have a aero-compatibile video card. Its too
weak or not dx9 compatible or your card is powerful enough but drivers
are out of date.
