In order for the ActiveSync service to be able to be 'advertized' over
BlueTooth, whichever incoming COM port you have configured in your
Bluetooth (BT) settings must also be set in the ActiveSync connection
settings in the drop-down for "Allow connections to one of the
following". Please note that this COM port must be COM 20 or lower.

What you may have to do is change your incoming COM port. When I set
mine up, Windows initially gave it a port higher than COM 20, so I
opened the Device Manager and moved some COM ports around (under
Ports(COM & LPT)) so that I would be able to use one within the
acceptable range.
