Will all highm priority updates have something to do with security flaws even
if the update doesen't say it is a security update? if not what other types
of updates would be considered to be critical?

The other reason updates could be critical is because of system stability
issues. If a fix was need to prevent systems from crashing or data loss
that would probably go out as critical as well. That happens a lot less
often but it does happen.
