Question about Multiple Desktop Toolbars in Vista

Can anyone tell me how to separate the Desktop Icon toolbar (or any
extra toolbar) from the main default Start Menu system toolbar so you
can then turn off the desktop icons?
This is very simple to do in XP (Unlock the taskbar, click-hold & drag
to screen edge then drop) but does not appear so obvious in Vista or
is done differently somehow.
The process to create the desktop toolbar is the same but dragging it
away from the main taskbar does not seem to work.
