question about win7 64bit cd/dvd burn software

hello,
On win7 64bit, when you purchase blank DVDs they come formatted from the
factory.
Why does win7 insist on formatting blank dvds when I place them in?
reformatting a blank DVD takes about 7 minutes.

That does not make sense. Your operating system has no way of knowing
whether your DVD blanks come formatted or not. And, in fact, I've never
seen a DVD blank that was pre-formatted... and it shouldn't be, because
you might want to use a variety of formats or file systems.

Video? Data? Re-recordable?

I've never used Windows's included burning program, but I'm sure it's
much less flexible than third-party programs.
