To answer your questions:
1a. Non-admin users are not allowed to dismiss the dialog
with the "No" button.
1b. If the update requires a reboot, then the same 5
minute timeout applies. This value can be altered by an
Administrator on each machine.
2. I assume you mean the downloads are scheduled at 3am.
If the machines are powered down, on bootup they will
begin the download and perform the install and/or reboot.
