Actually, from a purely technical point of view, what you're seeing
when you hover the mouse pointer over a Quick Launch icon is not a
"Balloon Tip", but a "Tool Tip". The difference is that a "Balloon Tip",
once made visible by a program, stays on-screen until the user dismisses
it. A "Tool Tip" appears after pausing the mouse pointer over a tool-tip
enabled item, and then disappears either a few seconds later, or when
the mouse is moved away from the control that opened the tooltip.
Balloon Tips are (from a user point of view), a better alternative
since Microsoft discovered that too many programmers where adding too
much text to their application tooltips, and users never had enough time
to read them. So Balloon Tips where created, that can contain as much
text as is necessary, and can stay on screen for however long a user
took to read the message.
