Your taskbar settings are stored in the registry key
[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\Streams\Desktop]
Try deleting this key, then configuring the taskbar the way you want it,
then rebooting.
The key will be recreated when you shut down and should retain your settings
on rebooting.
If this doesn't fix it, I'm of no use to you.
