Quick Launch/Taskbar keeps blinking on

Every few seconds, my Quick Launch area blinks on for a small fraction
of a second. Also, I am having problems with apps shutting down for
unknown problems. I hope some one has a solution.

I used to have that the blinking bar quite a bit, too. It seemed related
to the 'Intel Matrix Storage Manager'. One version was really bad. I
currently have 7.8, which is somewhat old, but seems OK. Some have
reported that turning on the network icon in the bar seems to help, too.
