quick launch toolbar resizes on reboot

Hi All,

I unlock, stretch, and relock my quick launch toolbar. After rebooting, it
always goes back to original size.

Also, the recycle bin always goes back to original position and I do not
have auto arrange checked.

I am using Windows Vista Ultimate 64-bit.

Any advice?
