Quick Question for Carey?

What does the reset_subinacl app actually do?
If it makes changes to the Security and Permissions Settings would these
changes have delitarious effects on the rest of the PC.
I still can't get any downloads to install!
(ie.Is it relatively harmless to run...is what I'm asking ; )
