You need a bootable disk with the windows installation files on. The
you need the bios of your machine set to to boot from a DVD. then put
the disk in the DVD drive, boot the machine, watching for the
instruction that asks you to press a key if you wish to boot from the
CD, once past that point the windows installation should start.

The first thing to do would be to get a bootable windows disk and try
putting the DVD in the dvd drive and starting the machine up. If the
machine is reasonably modern it should be set to boot from the dvd and
all should be well. However if you are having to ask the questions
about how to get into the bios and how to alter it you would be as
well finding someone loacally who would show you what to do. Playing
with the bios and not knowing what you are doing can cause all sorts
of problems.

instead, try pressing F8 (or F9, F10, F11, F12 depending on your make and
model) during boot-up to obtain the one off boot menu, then choose DVD drive
