Rating Service Unavailable

All of a sudden, and for no apparent reason, Vista Parental Controls i
preventing my daughter from visiting any website not on the Allow list
The control is set to medium and, for the last half year or so, ha
worked fine, allowing her to go to all the sites I would expect her t
be able to go to. Now it won't even let her use Google, instead showin
a Parental Control page, seemingly named HTTP 450, and with th
statement that the website she is trying to access is being blocked. I
brackets next to that it says Rating Service Unavailable.

Searching for this term shows that a few people are running into thi
problem but there doesn't seem to be any useful solutions. I've trie
various combinations of re-starts, log offs, Parental Control on/off
but to no avail.

Any help appreciated
