raw socket

This may be a strange question. Does vista, any version have raw socket
support?I have no idea what it is. But need it to run a packet monitor.
Granted the one may not be vista compatible. Or vista doesn't have it. The
program is packetmon from analogx.

I would not touch anything written by "AnalogX" with a 30 foot pole.
