Hi David!

I have the same problem and can give you some hint about it (maybe). We have
1 firewall and it stops all cookies, active-X, java and so on. When I uncheck
that option on the firewall (open up for cookies, active-x,....) the windows
update proceeds without any problem.

I guess that one of or at in some way the firewall(s) on your network stops
active-x. That causes your problem, on your pc.

Unfortunately I don`t have the answer, but maybe you`re a bit closer to a
solution.

I just found a solution to my problem. I had to add several domains as
trusted web sites in my firewall.

The domains where:

*windowsupdate.com
*.windowsupdate.com
update.microsoft.com

Hope this helps.
