The proper newsgroup is windowsupdate. The microsoft_update catalog
deals with issues with the Catalog site:
http://catalog.update.microsoft.com/v7/site/Home.aspx

See: Security Update for Microsoft XML Core Services 4.0 Service Pack 2
(KB936181) may repeatedly appear in the update list on Microsoft Update
or on Windows Update
http://support.microsoft.com/kb/941729

The issue is that a file that's supposed to be replaced by the update is
not being replaced as it's being locked [ or, in use ] by 'something'.
That something is usually printer software.
You may need to boot to Safe Mode to rename msxml4.dll in order to
rename it from a Command Prompt:
