Are you sure the service is failing and not just the cluster name resource
failing? Is "Cluster Service" running in the services.msc on either node? Do
you have more than one network connection on each cluster node?
If you pull the public NIC cable, I would expect all NetName resources to
fail on the node where the cable was pulled. Assuming you still have
connectivity on the other node, this node should be able to bring the
resource online.
