I don't know what they are but I did a search on FOLDERS NAMED LOW
CREATED and got several hits. It appears to be associated with IE 8.
Are you using it?

IE7 does the same thing on my system so it's not IE8. The link
doesn't explain the purpose of the Low folder, which is the real
question on the table now. Can anyone explain its purpose and why
deleting it causes a problem?
