H has done something to cause this. I would recheck their Exchange
Rules (preferably via OWA), and then if OWA shows a clean set of Rules,
examine their Outlook settings *extremely* closely (checking *every* PC
H uses if more than one is involved).

If H had somehow changed permissions to prevent messages from C from
reaching his Inbox, C would get told to get lost (the messages would
_not_ be diverted to Junk Email).
Note also that the Exchange Junk Mail filter cannot be involved, since
that only applies to SMTP traffic, and internal mail never travels as
SMTP.
