Get a book such as Vista for Dummies. Start there. All will be made clear.

In its wisdom, Vista does not allow the owner access to everything such as
important OS files and ghost junction points because Visat developers
understand the curious ignorance of some users who would delete, change or
injure such OS files.

If wisdom were only part of it though.

MS globally denied access to everything, then enabled it on a very
small subset. It's a bandaid approach that doesn't work and causes
problems for users.
