Just to check the obvious things. You are logged in as an administrator of
the PC? You have uninstalled (not just disabled), *all* firewall software
(except the Windows Firewall, which we can work around)? Anti-virus
software? You've rebooted the PC *without* the device being connected to it
during boot, then connected the device? The ActiveSync circle icon in the
system tray shows spinning green? Then what?

OK, you've done all of the right things. Since you see the network adapter,
but there is no AS connection established, that strongly points to some sort
of interfering low-level software like a firewall, virtual private network,
or anti-virus scanner.

To be sure, though, you should delete the device from the USB devices and
network devices lists in Device Manager, then disconnect the device from the
USB port and uninstall and reinstall AS4.2. Then reconnect the device and
see if that does anything for you. You should be able to safely have the
Windows Firewall on, as AS knows about it and adds itself to the exceptions
list on install (you have to be sure that WF has exceptions enabled, but the
exception should be added for you).
