Okay.. in this instance.. the problem is traceable to Operator Error.
I'd removed "Domain Administrator" permissions from my account, but forgot
to add "Local Administrator" permissions back to the account on the desktop
I was using. As a result, the FTM could not be installed due to a bona fide
permissions issue.
Reset the group membership of the domain account and rebooted. Problem
fixed.
