I think that's normal. Your contacts (and calendar and mail and tasks) are
part of the account, and you deleted the account.

I'm not sure what troubleshooting tools there are, but if you plug this into
AC power and let it go for a while, what happens?

Nope. It can't do that so it's definitely not doing that.

In Outlook, try moving your contacts out of your contacts folder, somewhere
else. Then sync. Then copy half back in and let it sync. Then the rest. Same
results? If not, great. If so, I'd consider a hard reset and starting over.

Yea, unfortunately that is currently the default behavior, even when syncing
via AS to Outlook on the desktop, i.e. a standard partnership. If you delete
a partnership, it deletes all the data associated with that partnership.
This didn't used to be the case. I recall it appearing about AS 4.0 when
everything got sooo much better.
