I don't suppose that it *is* launching, but just happens to have its window
off-screen? Here's an old thread that talks about that and what to edit in
the registry to put it back on-screen, if that is the problem (use Task
Manager, Ctrl+Alt+Del | Task Manager, to verify that it is running, of
course).

I have uninstalled and reinstalled ActiveSync several times.
Setting up a new partnership isn't a problem, but I can't set up any
partnerships because
Activesync won't launch.
