Hi John,

Even an admin has to self-elevate for any operation that can potentially
alter or replace system files in protected folders (the \Windows and
\Program Files directories). This prevents malware from usurping user
account privilege and installing itself sight unseen.

There's also a "real" admin account that can be enabled. But, you're
not supposed to use that because it has such power that you could
cause a rip in the very fabric of the space time continuum.
